Orleans Historic Commission Approves Minutes, Advances Archaeology and Form B Work

ORLEANS — February 11, 2026 — Orleans Historic District Commission advances archaeology survey expansion and Form B documentation push. At its February 11 meeting, the four-member commission voted 4-0 to approve January minutes and worked through a full agenda of preservation and planning items. A commission member reported that a morning meeting with Holly Herbster of Public Archaeology Lab and Tom Karras of Orleans Conservation Trust showed the commission may be able to fund four reconnaissance archaeology surveys — up from the originally anticipated one or two — thanks to additional funds OCT is contributing alongside the town's $40,000 in Community Preservation Committee grant money, at roughly $300 per survey site. The commission also confirmed a $25,000 FY27 CPC grant request is headed to the Select Board the same evening and to the May 11 Annual Town Meeting for a vote. On the downtown housing overlay district, town manager's office liaison Mike Solitro agreed to coordinate a joint meeting with the Planning Board and Architectural Review Committee once the bylaw clears a pending Attorney General review, and the commission discussed mapping historic properties within the overlay zone using the town's GIS system. Member Thaddeus took an action item to contact Skelly Preservation Services — which sent the commission an unsolicited letter — to get a consulting rate and potentially arrange a brief April presentation at no charge.
