Orleans Affordable Housing Trust hears loan program is nearly tapped out and votes to stop deferring agenda items indefinitely. Kimberly Borja, executive director of the Harwich Ecumenical Council for Housing, told the trust at its July 16 meeting that the zero-percent emergency home repair loan program it funds in Orleans has served 11 households since 2017 at a maximum of $25,000 per loan, but that the five-year grant funding the program is nearly exhausted and the cap is outdated — average loans in other towns now run around $35,000 given rising construction costs. On the Governor Prince redevelopment, staff reported demolition remains on hold while the developer negotiates with HUD over whether National Environmental Policy Act review is required, even as $2.65 million in public funds — including $1.5 million from the trust, a $500,000 grant, and a $650,000 state grant — sit ready to fund the work.

The trust voted unanimously to require that any agenda item deferred from one meeting be placed first on the next meeting's agenda and addressed to resolution, a move prompted by the ten-year housing plan priorities having been repeatedly pushed back; a workshop to address those priorities is tentatively set for August 18 at 4:30 p.m.
