Yarmouth Planning Board moves short-term rental rules toward a general bylaw ahead of fall town meeting. Working from a second draft prepared by Town Planner Kathy, the board reviewed proposed changes that would cap each property owner at two registered short-term rental units, set a daytime occupancy limit at twice the Health Department's overnight bedroom-based limit, ban overnight street parking from 11 p.m. to 7 a.m., and bar properties with accessory dwelling units from also operating as short-term rentals. Chair Joanne Crowley argued the sunset clause that has required periodic two-thirds reauthorization is "no longer needed" under the general bylaw vehicle, which passes by simple majority and carries no Chapter 40A grandfathering.
Remote contributor Don Pelea, citing a neighbor's property advertised for 20 occupants against a 12-person Health Department limit, urged the board to require listing photos show the front of the house, mandate proof of insurance, and consider a minimum renter-age requirement. The board directed staff to meet with town counsel and other department heads before returning with a final draft and a three-article fall town meeting roadmap.
