Orleans Conservation Commission Rejects Eldredge Park Gazebo, Sends Garage Back for Redesign

ORLEANS — May 5, 2026 — Orleans Conservation Commission unanimously rejected a proposed detached garage in the Pleasant Bay Area of Critical Environmental Concern and declined to accept a gazebo from Eldredge Park at its May 5 meeting. Chair Drusilla Henson and several commissioners told JC Engineering representative Sam Iamele that the proposed 758-square-foot garage at 32 Hayward Lane could not be sited within the ACEC under Orleans regulations, with Member Judith Bruce calling it "a no starter" and noting the location was the last naturalized section of an otherwise fully developed property; the hearing was continued to June 2 by a 7-0 vote. The commission also voted 7-0 to close a Certificate of Compliance for a 175-linear-foot fiber roll array at 6 and 16 Hammatt Road, owned by Mark P. Kritzman and Elizabeth Gorman, attaching five ongoing conditions including sand nourishment of up to 60 cubic yards completed by May 1 annually and a requirement that new fiber rolls trigger additional commission review. On a third 7-0 vote, commissioners formally declined to accept a small gazebo displaced by a Recreation Department project at Eldredge Park, with Henson saying placing a structure in the Town Cove meadow "doesn't seem appropriate" and noting it is one of the few remaining open public views of the cove.
