Orleans Finance Committee Presses Finance Director on Budget Gap, Fee Increases, and Debt

At its January 22 hybrid session in the Nauset Room, the committee learned that the gap between the town's 4.8 percent overall budget increase and the 3 percent guidance given to Nauset Regional schools amounts to approximately $273,000 — manageable, Tangeman said, but requiring trade-offs. Enterprise funds for sewer ($3,595,079), the transfer station ($1,448,626), and beaches ($2,883,285) were not included in the operating budget distributed January 21 and are expected for the February 4 review session. Members including Tony Pearl pushed to explore fee increases, particularly for beach access — Orleans's residential beach sticker stands at $25, among the lowest on Cape Cod — while David Abel cautioned that most fee adjustments are "a rounding error" against a budget of $56 million to $65 million. The committee also flagged a $150,000 economic development line item appearing for what member John Cooper called the first time as a standalone budget entry, connected to a 2025 grant program that awarded $54,000 to nine local businesses.
