Orleans School Committee reviews 9 percent budget increase ahead of public hearing

ORLEANS — March 9, 2026 — Orleans School Committee reviews 9.16 percent budget increase and current-year deficit driven by special education costs. At the March 9 meeting, administrators presented a proposed fiscal year 2027 budget for Orleans Elementary School totaling just over $5.2 million, against a town guidance of 3 percent growth; the committee argued that 4.1 percentage points of the increase are mandated costs — out-of-district special education tuition, transportation, and preschool — and that an additional 0.9 percentage point reflects a Barnstable County retirement reclassification from the regional budget, leaving an underlying increase of roughly 3.4 percent. Former Finance Committee Chair Lynn Bruno, of 2 Seacrest Drive, pushed back, noting that at approximately 150 students the per-pupil cost reaches $45,000 when benefits are included and that the budget has grown nearly 32 percent from FY25 to FY27. Separately, Building and Facilities Manager Ron Collins presented a draft municipal facility assessment showing the 1955 school building's electrical system is "generally in poor condition and undersized," with roughly $50,000 in sprinkler head replacements and additional HVAC, restroom, and fire alarm work needed in the near term. The committee also discussed a current FY26 deficit of approximately $14,000 driven by unanticipated out-of-district placements, with members declining to immediately draw on the special education stabilization fund — which holds $52,000 with a $124,139 article headed to May Town Meeting — pending more information on extraordinary relief eligibility.
