Harwich capital panel simplifies budget forms as debt tops $53.6 million. Town Administrator Jay McGreal told the Capital Outlay Committee that department heads will now fill out detailed project-request forms with vendor estimates only for fiscal 2028, not for years two through five. Finance official Jen Mentz reported $53.6 million in debt outstanding, $62.5 million more authorized but unborrowed, and a reaffirmed AAA bond rating from S&P after nine competing bids.
McGreal said the town is pursuing a roughly $70 million deal to buy wastewater treatment capacity from Dennis rather than risk a $131 million standalone plant, warning that failure to strike that deal "would mean a colossal failure from the select board level." Member Paul Doan pressed staff on the rough condition of Route 39 amid sewer construction; McGreal said $3.8 million in uncommitted funds will pay for a temporary skim coat this fall.
