BARNSTABLE — The Barnstable Conservation Commission deadlocked 3-3 and denied a proposal to demolish a cottage and build a larger home near Bierce's Pond in Centerville. Engineer John O'Day of Sullivan Engineering Consulting argued the owners' 46-year, hands-off maintenance of the 50-foot buffer made it "undisturbed," but commissioners reviewed 1952 and 1968 aerial photos and disagreed. One commissioner said personal non-use "is not part of the definition of an undisturbed buffer." The tie vote meant denial under commission rules.
Separately, the board continued a vinyl bulkhead application at 1136 Craigville Beach Road to November 10 after Conservation Administrator Ed Hoops said a site visit found the structure's corner "literally in the salt marsh," and continued a 56 Rendezvous Lane pool project to October 27 amid a neighbor property-line dispute.
