Eastham's Board of Health delayed advancing draft wastewater regulations to public hearing, opting instead for a second workshop at its February 26 meeting. The board spent more than an hour in a pre-meeting workshop reviewing the draft update — its most significant overhaul of on-site septic rules in decades — receiving line-by-line comments from board member Francie and an extensive list of suggested additions from septic designer Jason, who works across multiple Cape Cod towns. Key proposals on the table include a periodic inspection requirement for systems 20 or more years old, a possible three-year inspection cycle modeled on the town's existing condominium standard, new failure criteria such as excessive root intrusion and high leach-pit liquid levels, and an incentive allowing up to five bedrooms on qualifying lots in exchange for installing nitrogen-reducing innovative alternative systems.
The cesspool provisions already embedded in the draft require upgrades within two years for environmentally sensitive areas and three years for all others.
