Key proposals on the table include a periodic inspection requirement for systems 20 or more years old, a possible three-year inspection cycle modeled on the town's existing condominium standard, new failure criteria such as excessive root intrusion and high leach-pit liquid levels, and an incentive allowing up to five bedrooms on qualifying lots in exchange for installing nitrogen-reducing innovative alternative systems.

The cesspool provisions already embedded in the draft require upgrades within two years for environmentally sensitive areas and three years for all others.
