Eastham Finance Committee Elects Co-Chairs, Eyes $240 Million Debt Peak by 2030

Finance Committee · Meeting of July 23, 2026

Eastham Finance Committee installs co-chairs and hears IT and debt updates at July meeting. The committee voted 8-0 to elect Patty Anderson and Steve Kanonchik as co-chairs, replacing a long-serving chair who recently departed, and re-elected Roy as vice chair and Paul as clerk. IT Systems Manager Sharice Nunnally reported that Eastham has moved from a "chaotic" technology environment in 2022 to a fully managed one, citing two state grants of approximately $25,000 each that funded SonicWall firewall replacements at town hall and the library, along with the addition of Starlink satellite internet as a third backup provider following winter storm vulnerabilities.

Finance Director Rich and Kathleen presented an updated capital debt projection showing the town's total outstanding debt could reach just under $240 million by fiscal year 2030 when wastewater infrastructure comes fully online, with annual debt service peaking at $8.7 million in FY31 — substantially below a potential $13 million without financial planning tools including the Cape and Islands Water Protection Trust and the short-term rental tax; the projected wastewater project cost was revised downward from $170 million to approximately $145 million based on better-than-expected bid results.
