Meeting April 30, the commission set aside a draft provision that would bar appointed committee members from serving more than two consecutive terms as chair, after members including Paul Doan argued it risked driving away volunteers and that annual officer elections already provide a rotation mechanism; a vote on the question will await a June 18 public community meeting. The commission confirmed language in Chapter 8 raising the recall petition signature threshold to 10 percent of qualified voters within 60 calendar days — up from 14 days in the current charter — and removed a convoluted vote-threshold provision that members said made successful recalls mathematically impossible given current turnout. On the budget process, a majority backed keeping a joint Select Board and Finance Committee presentation of the annual budget by the Town Administrator, with one member arguing the arrangement risks subordinating the Finance Committee and another countering that "it is wildly important for the Select Board and the Finance Committee to get it at the same time, hearing the same message."
