Harwich Water Board Awards $45,500 Generator, Continues Disputed Abatement Case

Harwich water commissioners continued a contested $1,275 abatement case and approved a $45,500 generator contract at their July 28 meeting. The board voted unanimously to award the generator agreement with FM General Motors for Home Station Number 4, funded from last year's budget. On the Southern Perry Way abatement, usage data confirmed a continuous leak from roughly March 18 to June 4, 2026, but commissioners said they still needed to know what ended the leak between June 4 and June 6 before making a final ruling; the old meter will be sent for independent testing.
GHD Project Director Jeff Gregg acknowledged his firm sent the notice of award to Route 28 east contractor Diggit two weeks late, telling the board "that is on me," while noting that disqualified low bidder C. Naughton's exclusion for missing a mandatory pre-bid may have cost the town roughly $300,000 in savings. Weston and Sampson presented early-stage space-needs documents for a combined public works and water department facility, with a conservative DPW-only planning estimate of approximately $60 million; commissioners pushed back sharply, citing Brewster's comparable 2009 facility built for $3 million, and raised significant concerns about the proposed Queen Anne Road site given concurrent sewer construction and two major housing projects.
