Harwich Water Board approves Route 28 main contract and moves toward independent facility study. The Board of Water and Wastewater Commissioners voted unanimously Tuesday to approve a contract and notice to proceed with Dig It Construction for the Route 28 water main replacement, then approved a separate $17,000 contract with APEX for emergency response services. The three-member quorum, chaired by Bob Young, also voted unanimously to direct Superintendent Jason to identify engineering firms that could propose a feasibility study limited to water department facility needs, separate from a broader town-commissioned study by Weston and Sampson expected in December.
Commissioners said they felt the town consultant had not adequately absorbed the board's concerns about co-locating near an existing water tank site or about the department's obligation to move storage out of a Zone 1 groundwater protection area, with one commissioner saying: "When the presenters were here, they acted like that was the first time they heard those, and that absolutely wasn't true." A public outreach meeting on the Route 28 project is set for August 20 at 6 p.m. in the Griffin Room, with 228 abutting customers already notified by mail.
