Harwich Commission Continues Mill Point Road Dock Hearing to May 6

HARWICH — April 15, 2026 — Harwich Conservation Commission continues Mill Point Road dock and salt marsh hearing, seeking state fisheries input. The commission voted unanimously Wednesday to continue a notice of intent for a proposed private recreational dock, sheet pile seawall, and salt marsh creation project at 4 Mill Point Road on the Herring River, with the hearing moved to May 6, 2026. Cole Bateman of Ty and Bond, representing property owner Vincent Yacovonis, presented a plan calling for a 48.5-foot fixed pier, a floating dock 61 feet from mean high water, 92 cubic yards of dredging, and a novel biodegradable encapsulated dredge spoil lift technique for salt marsh restoration at a 6-to-1 mitigation ratio. Commissioners pressed Bateman on whether barges could maneuver safely in shallow water near the wall without grounding, and demanded a detailed construction protocol as a condition of any future approval. A commission member identified only as Sophia asked for written documentation that the fiber-reinforced polymer sheet piles would not degrade into microplastics. The commission also cited the absence of a letter from the Massachusetts Division of Marine Fisheries as the primary reason for the continuance. In other business, the commission approved a determination of applicability for 5 and 9 Strandway 5-0, continued a Pine Oaks Village resource area delineation hearing to May 6 on notification grounds, and voted 5-0 to accept minutes from its March 18 meeting.
