Mashpee Finance Committee recommends a $4 million Proposition 2.5 override and the town manager's FY 2027 operating budget. Town Manager Rodney Collins told the committee the town faces a roughly $1.5 million shortfall driven by the cost of absorbing wastewater operations, and proposed two ballot questions — $1.5 million for FY 2027 and $2.5 million for FY 2028 — that only the Select Board can place before voters. Financial advisor Lynn Welsh of UniBank Fiscal Advisory Services warned that a failed override "is going to get compounded" and could pressure the town's AAA bond rating with S&P Global.

Town Treasurer Craig May pegged the average annual tax impact at approximately $171 per household — permanent, not a debt exclusion — and confirmed Mashpee carries roughly $49 million in outstanding debt at interest rates between 1 percent and 3 percent. The committee also voted to recommend a $12 million bond for wastewater phase three design, a step Wyman-Colombo said could save the town more than $100 million by unlocking State Revolving Fund financing and 28.3 percent principal forgiveness on an estimated $150 million construction project.
