Orleans Finance Committee Hears Projected $1,000 Annual Tax Hike if All Capital Projects Move Forward
ORLEANS — March 12, 2026 — Orleans faces roughly $1,000 per year in added property taxes for the average homeowner if all major capital projects in the current five-year plan are approved. Treasurer/Tax Collector Scott Walker and Director of Finance Darrin Tangeman presented a detailed debt-service forecast to the Finance Committee on March 12, projecting that the proposed $59.6 million fire and rescue station alone would add approximately $700 annually to the bill for a median-assessed home of $1.467 million, with other capital projects contributing another $300. Walker described sewer expansion as the primary long-term driver, estimating each new sewer phase — arriving roughly every two years — adds about $1.2 million to annual debt service, or $100 per year per average taxpayer. Select Board member Mark Matheson reported the fire and rescue building committee unanimously chose a two-story station design, with hard costs of $47,675,000, over a three-story option at $61,133,000; a town meeting vote on borrowing authority is targeted for May. Former Finance Committee member Tim Counihan presented a citizen's petition urging the Select Board to adopt a residential tax exemption for permanent residents and develop a 20-year capital plan, though Town Counsel has deemed both petitions out of order for the warrant.
