Orleans ARC Approves CVS Sign Swap, Clarifies It Cannot Force Lighting Upgrades

ORLEANS — April 9, 2026 — Orleans Architectural Review Committee approves CVS sign update and confronts limits of its lighting enforcement authority. The board voted 4-0 at its April 9 meeting to approve a logo refresh for CVS Pharmacy at 108 Route 6A, permitting the chain's updated heart-emblem wordmark on three non-illuminated facade sign sets, on the condition that CVS remove its logo from a rear receiving entrance sign found to constitute an additional sign under the town's bylaw. Town Planner George Reservi then told the committee that its authority as the town's designated lighting review committee — a role the Select Board assigned it in 2011 — is limited to hearing appeals of building commissioner decisions, not initiating enforcement; he indicated that prior board practice of conditioning approvals on site-wide lighting upgrades likely exceeded its jurisdiction. "I don't want you as volunteers to put yourselves in a position where you're exceeding your authority," Reservi said.
