Orleans Board Affirms Housing Sale, Harbor Slip Swap

Orleans Select Board affirms affordable housing sale and approves Rock Harbor slip transfer. The board voted 4-0-1 Wednesday to affirm the Affordable Housing Trust's purchase-and-sale agreement with Housing Assistance Corporation for four units at 22 Old Tote Road, one deed-restricted to households earning up to 80 percent of area median income and the rest workforce-attainable up to 120 percent. Members also unanimously approved transferring Rock Harbor dockage slip No. 25 from 46-year charter captain Hap Farrell to Elise Costa, with Farrell saying he "didn't want to just sell the boat and then the slip go to somebody who's not gonna use" it.

The board accepted Jamie Balliet's resignation from the Recreation Advisory Committee as part of a consent agenda, over public requests to reject it. Town finance staff warned of a possible $900,000 revenue shortfall heading into fiscal 2028, as the board weighs setting aside roughly $2.1 million in free cash for facility repairs.
