Orleans Board of Health Adopts Revised Fee Schedule, Adds $20 Limited Food Permit

ORLEANS — April 2, 2026 — Orleans Board of Health adopts a revised fee schedule and new food permit tier at its April 2 meeting. The board unanimously approved increases across more than a dozen permit categories — including septic construction permits rising from $125 to $150 and tanning facility licenses doubling from $50 to $100 — with most changes taking effect January 1, 2027. A new $20 limited temporary food permit was created for low-risk vendors at community events such as First Friday, effective immediately. Health Agent Meredith Ballinger, who led the overhaul after a comparative review of Cape Cod towns, said the lower-cost tier was prompted by a July 2025 discovery that many businesses were unknowingly serving food without permits. The board also approved on a 3-0 vote a local upgrade variance for a cesspool replacement at 63 Old Field Road, subject to Conservation Commission approval, and cleared a septic tank relocation at 87 Captain Linnell Road unanimously. Ballinger announced that roughly 415 certified letters had been mailed to 373 properties under the Phase 2 order-to-connect program, and that the department has launched electronic permitting through the OpenGov platform.
