Orleans Board of Health warned a Phase 1 sewer holdout and sharpened oversight of dozens of alternative septic systems at its July 16 meeting. Vice Chair John P. Separately, members outlined a four-step enforcement framework — education, show cause hearing, testing requirements, fines — for roughly 80 innovative alternative septic systems across town, many of which are not meeting required quarterly testing or the 19-parts-per-million nitrogen threshold; a compliance letter and educational flyer are expected by the August meeting.
