Orleans Countersigns Phase Three Sewer Contract Ahead of State Deadline

Orleans Water and Sewer Board hears phase three sewer construction is on track for a fall groundbreaking after the town countersigned its contract with contractor RBO ahead of a June 30 state deadline. AECOM consultant Tim told the board at the June 25 meeting that the contractor will spend the summer on submittals and scheduling before mobilizing in the field, while AECOM prepares roughly 270 connection sketches to be mailed to phase three property owners in late July, with a September deadline for feedback on lateral stub locations. On phase two, board administrator John Way reported just over two dozen properties connected and flowing — 8 percent of the phase two total — out of approximately 80 applications received, with a couple dozen certified letters returned unclaimed.

Town wastewater staff member George briefed the board on a planned salt marsh nitrogen attenuation study that, if it yields DEP-accepted results, could allow Orleans to claim marsh-based nitrogen removal credits and potentially avoid one or more later sewer phases; a scope and cost estimate will be ready for fall town meeting. The board unanimously approved the June 11 minutes and adjourned after approximately 35 minutes.
