Orleans CPC Pulls Back Motion to Restrict Grant Applications to One Annual Cycle

ORLEANS — April 2, 2026 — Orleans CPC tables application-timing vote, vows tighter reporting rules. The Orleans Community Preservation Committee withdrew a motion Thursday that would have barred off-cycle grant applications after a session-long debate over emergency exceptions, legal constraints on excluding private applicants, and the lessons of the contentious Eldridge Park approval. Member Bob Wilkinson moved to require all applications be submitted for the annual town meeting only; Chair Charles Ellis, who favored keeping a structured second window with a firm deadline, seconded the motion before debate revealed the committee lacked consensus. Ellis agreed to consult Community Preservation Coalition Director Stewart Farber on how other towns manage application cycles and to form a small subcommittee to rewrite the committee's application requirements. Separately, members voted unanimously to close several completed grant projects listed on the April 2 agenda and approved the minutes of their March 12 meeting. The committee also directed staff to send written update requests to all open grant recipients, flagged that preservation restrictions remain unrecorded for at least three funded historic properties — the French Cable Station Museum, the Academy of Performing Arts, and the Northwest Schoolhouse — and heard that the Select Board voted the prior evening to place the Orleans Conservation Trust's Cedar Pond Shore project on the town warrant.
