Orleans Finance Committee Votes 8-0 to Raise Council on Aging Revolving Fund Cap

ORLEANS — April 23, 2026 — Orleans Finance Committee raises Council on Aging spending cap and flags $150 million sewer debt risk ahead of May Town Meeting. The committee voted 8-0 on April 23 to temporarily lift the Council on Aging's program revolving fund expenditure ceiling from $75,000 to $100,000, acting on a request from Director Judy Wilson, who reported the fund had already reached 95 percent of its limit with 84 percent of the fiscal year elapsed. The meeting's longest discussion centered on the proposed Fire Rescue Station, where Kevin Galligan and Assistant Town Manager Mark Real confirmed a net zero energy premium of $800,000 and site complexity costs of $6 to $7 million within a budget range carrying an $8 to $9 million spread between high and low estimates; Fire Chief Jeff Deering defended the proposed training tower by explaining that off-site training takes companies out of service. Member Ed Mahoney then presented a sewer debt analysis projecting that total sewer debt could reach $150 million by 2032 — exceeding the town's total debt as of June 30, 2024 — with the average homeowner's annual sewer tax burden rising from roughly $400 today to $700 by 2030, before adding betterments and hookup costs estimated at $45,000 to $50,000 for Phase 2 properties; former Finance Committee chair Lynn cautioned that Mahoney's betterment calculations may overstate per-property costs due to how sewer units are calculated.
