Orleans Water Quality Committee Backs Warrant Article Covering Six Pond and Monitoring Programs

ORLEANS — March 3, 2026 — Orleans Water Quality Committee unanimously endorses six-item water quality warrant article totaling more than $195,000. The committee voted to authorize its chair to send a letter of support for the article to the Select Board, which was scheduled to take it up the following evening. Water quality consultant George Miservy walked the committee through each request: $24,000 for third-party verification of the Lonnie's Pond oyster nitrogen removal program, which currently removes about 70 kilograms of nitrogen per year against a 275-kilogram annual target; $41,000 for continued Cedar Pond monitoring required under a state DEP certificate of compliance; funding for required Namskaket Marsh vegetative monitoring; $30,000 for a Cedar Pond Phase 2 sediment assessment to evaluate dredging, aeration, or sequestration options; $80,000 for an alum treatment at Baker's Pond, raised from an earlier $70,000 estimate to cover post-treatment monitoring costs; and $10,000 for on-call limnology consulting. During public comment, Scott Zanke of Doane Road warned that state accessory dwelling unit legislation could substantially worsen nitrogen loading to already-stressed ponds by allowing ADUs to connect to existing Title 5 septic systems without upgrades.
