Yarmouth Select Board Approves $32.5 Million Bond Sale and Parkers River Landing Policies

Select Board · Meeting of April 7, 2026

Yarmouth Select Board approves $32.5 million bond sale and launches new Parkers River Landing event policy. The board voted unanimously Tuesday to approve the sale of $32,545,000 in general obligation bonds to Messero Financial Inc. at a net interest rate of 3.416 percent, one of the largest such issuances the town has brought to market in recent years, with Finance Director Jennifer Mullin presenting the deal and Member Mark Forest reading the full certification into the record. The board also adopted an event space policy for the newly completed Parkers River Landing park, with proposed license fees of $900 per day for nonprofits and $1,800 per day for for-profits during the May through October season, subject to a future advertised hearing before formal adoption.

Two Route 28 liquor license transfers were approved unanimously: KGK LLC, doing business as Jack Lin's on 28 in West Yarmouth, and Spice Boss Restaurant and Grill Inc. at 908 Route 28 in South Yarmouth. A free Grand Opening and Coastal Resiliency Fair at Parkers River Landing was approved for May 2. Public Works Director Jeff Colby told the board the parks division has only five full-time staff after a recent retirement, a workforce cut roughly 20 percent during the 2008 fiscal crisis that has never been restored, and that full maintenance costs for Parkers River Landing alone are expected to reach $75,000 to $80,000 annually against a current budget allocation of $34,000.
