Yarmouth voters face 29-article warrant at April 28 town meeting

Yarmouth's 29-article Annual Town Meeting warrant centers on a $35 million library and two school overrides. Town Administrator Robert Rittenour previewed the April 28 warrant, which opens with a snow removal deficit from what he called the worst winter "in 20 years" and a full municipal operating budget. Articles 8 and 9 propose Proposition 2½ overrides for the Dennis-Yarmouth Regional School District and Cape Cod Regional Technical High School, the latter driven by a 20 percent enrollment spike; both go to a May 19 ballot vote.
The headline item is Article 15, a new library funded by a $13.5 million state grant that cuts the local share of the $35 million project to under $20 million, about $10 a month in taxes. Other articles fund wastewater treatment plant preparation, including a $1.5 million groundwater discharge expansion at Bayberry Hills golf course, and a zoning amendment protecting Route 28 businesses ahead of a 2029 MassDOT redesign.
