Harwich Board Continues Lincoln Village Raise-and-Replace Case, Approves Two Other Permits

Harwich Board of Appeals continued a contested raise-and-replace application at 31 Lincoln Village Road to August 26 after board members and neighbors raised concerns about a proposed structure that would more than double building height — from 13.3 to 27.9 feet — while pushing a front setback from 14.5 to 10.5 feet on a pie-shaped nonconforming lot. Chair Brian Sullivan said the combination of height and setback encroachment would be "overwhelming" and inconsistent with the cape-style character of Lincoln Village, and that "if this got built you'd be driving down the street and going whoa, where did this come from." Three abutters, including direct neighbors Jill Jackson and Eileen Tinsley Colbert — whose family has held property in the neighborhood since the 1920s — spoke in opposition, with Jackson characterizing the proposal as "a radical departure" from 90 years of development in Lincoln Village. Donovan, representing applicants Terence and Michelle Driscoll through Crowley and Donovan Law, requested the continuance after acknowledging the design team needed to respond to the board's concerns. The same meeting produced unanimous special permit approvals for a 602-square-foot second-story addition at 132 Gilbert Lane and a staircase relocation at 14 Wawatassee Road, both of which drew no public opposition.
