Harwich Traffic Safety Committee votes 3-1 to ask town administrator to review intersection grant options near two 40B developments. The vote came after Zoning Board of Appeals Vice Chairman Kenneth Dixon told the committee at its April 14 meeting that Pine Oaks Village 4 and the pending Penrose 40B project have together offered up to $20,000 toward a design study for the constrained intersection of Route 124 and Queen Anne Road, and that MassGov holds more than $16 billion in infrastructure funds tied to affordable housing. A prior motion to seek guidance directly from the Cape Cod Commission's traffic division failed 1-3.

The committee's DPW representative argued the intersection's physical footprint is already maximized and that state grant programs routinely attach "complete streets" requirements — including sidewalks and bike lanes — that do not fit Harwich's road network, cautioning the funding "always comes with strings."
