Historic panel OKs France Road porch work 4-0

Orleans Historic District Committee approves already-completed porch work at 17 France Road despite a shutter-color dispute. The panel voted 4-0 to grant a certificate of appropriateness after applicant Paul told members he enclosed a front porch, swapped rear sliding doors for windows, and reused existing "lime green" shutters without seeking approval first, calling it a case of "forgiveness and permission." Members Andrew Miao, Rick Leach, John Smith and Ann Varson, chaired by Eric, debated the shutter color at length but concluded they lacked authority to require a change since the color was not being altered. "We have no power to enforce it," the chairman said.
The committee also approved its July 7 minutes, 3-0 with one abstention, and discussed, without voting, whether to start offering informal color recommendations to future applicants.
