Conservation board continues Snow Inn hotel hearing

Conservation · Meeting of September 29, 2026

Harwich conservation board delays decision on Snow Inn hotel redevelopment pending revised nitrogen data. Commissioners voted unanimously to continue the notice-of-intent hearing for Witchmere Harbor Real Estate LLC's 72-room hotel, which would replace the 32-room Snow Inn, to October 21. Conservation Administrator Amy Usowski called relocating the resort's flood-exposed wastewater plant "a massive improvement... not just in the event of a storm, but every day." Peer reviewers Weston and Sampson said most of their comments across four letters, including a calculated 5,619 square feet of required wetland-buffer mitigation, had been addressed.

One commissioner disputed the applicant's claimed 95-kilogram annual nitrogen reduction as unrealistic, demanding revised figures based on average rather than peak flow. An abutters' attorney flagged possible unmapped coastal banks and asked for more review time; the town received more than 50 public letters, mostly supportive.
