ORLEANS — April 1, 2026 — Orleans Zoning Board continues 199 Namequoit Road special permit case to May, citing building coverage concerns. The board voted 5-0 at its April 1 meeting to grant applicant John H. Ferring IV a continuation to May 6, 2026, after board members expressed broad skepticism about a proposal to construct a 6,355-square-foot one-story single-family dwelling on the Pleasant Bay waterfront — more than 50 percent above the town's 4,000-square-foot building coverage limit under Zoning Bylaw Section 164-44. Architect Chad Mitchell argued the one-story form was chosen deliberately to reduce visual mass from the bay, presenting comparative renderings showing a code-compliant two-story alternative would be far more imposing. Member David Lyttle said he could support approval if coverage came below 10 percent of the 62,000-square-foot buildable upland, while members Austin Higgins and Sibel Asantugrul expressed deeper reservations, with Higgins saying he does not believe any Orleans residential site is "truly suitable" for over 6,000 square feet of building coverage. Engineer Robert Dewar of Bracken Engineering indicated that removing the detached garage would reduce total coverage to approximately 5,895 square feet and bring the project just under the 10-percent threshold.
