Yarmouth Board Strikes Short-Term Rental Ownership Cap

Yarmouth planning board drops proposed one-rental-per-owner limit after owner pushback. Town Planner Kathy Williams presented a new General Bylaw Chapter 110 to replace Yarmouth's short-term rental zoning ahead of the November 16 Special Town Meeting, backed by more than $2.375 million in fiscal 2026 rental excise tax, 75 percent of which funds the town's wastewater program. After rental owner Dawn Carroll argued the cap was "not a true grandfathering" and would devalue properties, the board voted 5-0-1, with Susan Brita abstaining, to strike the one-rental limit from the draft.
Only six owners in town hold more than one short-term rental, officials said. The board also voted unanimously to send the revised bylaw and a companion Accessory Dwelling Unit zoning article to the Select Board for an October 6 review, with a final Planning Board recommendation expected October 7.
